These reprints have been happening for at least a couple years, can find some on ebay, amazon, etc...
Basically there are services that allow printing hard copies of PDF, so these people do that, getting a benefit from it.

I picked one up a couple of weeks ago and the quality is pretty good, especially as most of the originals you see on eBay are of variable quality.
